Maybe they are friends. But they don't seem to be at the level Emma was with August and Elsa yet.
Though one thing I will say, at least unlike August and Lily, Elsa and Regina didn't have an alterior motive. And they didn't lie to Emma. __________________

 There wasn't a he.ll of a lot of time for betrayal.And I adore August, but stealing Emma's money was NAGL. __________________

I don't see much of a future for the SQ friendship if Emma goes dark. Regina is more likely the one Emma would turn on if she lost all reason.
It would be interesting to see how Emma's feelings towards the people in her life would change if she became a villain. __________________
