It's because of DC restrictions.
When Lois first came to the show the showrunners were told that they couldn't have Clark and Lois have romantic feelings for each other. Lex and Lois couldn't share much scenes together.
ED couldn't be in more of 13 episodes because of restrictions which I believe ED confirmed. Even in season 8, she wasn't in enough. It feels like the full restriction got lifted during season 9 and when we were sure there wasn't going to be a Superman Returns 2... I am so thankful we didn't get a Superman Returns 2 or it would've messed up things more.

Remember if it was up to Al, Clana would've been finished after season 3...


I think they planned for Adam/Lana romance to be a big thing but it didn't connect with the audience which was why he got changed to a bad character....
