I think most of us assume that Lionel would have to leave the show someway for Lex to really become the villain of the story... I think we all thought it'd happen earlier... but this was when the writers were really finally ready to move towards Lex as the real big bad of the story...

I feel Lionel being around always in a way took from Lex as the official real villain because that was Lionel for such a long time.
And Lex was like the follower in a way.

Because Lionel still had to fix all his mistakes so this changed everything..
