I thought the exact same thing when I read the books. I felt Madge was the perfect person to open up his world and help channel all that anger Collins seemed to build up in him book after book. They already had a quasi relationship under the surface. Such disappointment the author didn't explore that.

I read an interesting thought about the movies, that had they never done a love triangle Gale's character would have been the better for it. As it stands, he was never properly developed and what they tried pushing with romance was just terrible. This post was much more detailed than this but I agreed. Collins should have focused on their friendship and not toyed with a piss poor attempt at a romantic entanglement between the three characters. That never felt genuine, considering how she wrote K&P. She essential turned one of the protagonists into an antagonist one step shy of being a villain since he was so close to Coin. That was not okay.

In the my head, Gale rescued Madge and they fell deeply in love, he didn't design any bombs for Coin to use against those Katniss loved. They all moved back to D12 and lived happily ever after. The end.

I like to see Gale's change in character to what we didn't see behind the scenes, (I mean of course it's all speculation) but we mostly got to see what was going on through Katniss' eyes and we don't know what Gale saw to make him darker towards the final book.
