It never made much sense to me either. Maybe have her wear something different when she was actually counselling somebody to help put them at ease, but when she was on the bridge or part of an Away team, she should have been in a proper uniform.

She did not have a uniform, because: 1) They wanted her to show cleavage, and 2) they probably thought that she should look different, since she was not a "real" bridge officer. Sort of like Wesley's acting midshipman uniform.

Her switch to a uniform was accidental. The script of one episode had the Enterprise's temporary captain order her to wear a uniform and the directing/producing staff thought she looked good in it and wondered why they did not put her in a uniform from the beginning. And yes, she is one of the few people who looked better in those silly Starfleet pajamas than in regular clothing.
