I am currently rewatching TNG. After seeing the first two seasons I have changed my mind about Picard. When I watched the first two seasons in my early 20s, I saw Picard as too timid to make a decision without having a conference with the senior officers first. The rewatch has shown that to not be the case. I wonder why I had that wrong impression the first time.

Honestly, I think we seen Picard consulting his senior staff more than any other captain did. When there was time, it certainly made sense to get their opinions, but it was always clear that it was a consultation, and that Picard would make the final decision.
