I'm still forgetting the scene of the 2nd gif but yeah, they are Death Eaters. They had a lot of presence in the movie including this scene at the Burrow which btw, in the book, this didn't happen (the Burrow on fire).

Nope, I don't remember the Burrow being set on fire in HBP or even later on in DH. I think they just added it in for drama.
