If he didn't send it, the dowry wouldn't have been brought up at all.

So yes, Chuck is NOT blameless.

My opinion is that there's almost no character that is completely blameless in any incident on this show

that Blair wannabe spent a whole season chasing Nate who told her that she wanted to be with Serena. I do not feel sorry for her at all. What the heck was she doing in the hotel at all??? Waiting for Nate?

I don't know why Chuck sent the DB pic, but Blair would have had that dowry no matter what. Louis wasn't about to just forgive and forget, whether Blair kissed anyone or not. (Not to mention that it's not even called a "dowry", and Blair or Cyrus wouldn't have agreed to such a ludicrous thing.)

Plus, G took the pic after she told Dan to kiss Blair, then gave it to Chuck, then offered to help Blair get out of the dowry. Maybe G has a pony in this race that will play out in the finale.

(Personally I think G is just the plot driver. Ridic. character)
