But Chuck had EVERYTHING to do with it....
wasn't he the one intentionally sending the picture of DB kissing to Gossip Girl, which resulted that Blair would have to pay the dowry and stay trapped with Louis?
If he didn't send it, the dowry wouldn't have been brought up at all.
So yes, Chuck is NOT blameless.
