There's always carry over from the previous year, but then things must improve as the year goes on.

By 1981 the hostages were home and by 1983-84 the economy came roaring back.

They may try to impeach him or invoke the 25th amendment. He's gone in less than two weeks, and wouldn't that process take about as long? By the time they're finished Biden would be getting inaugurated. I don't know how fast they can actually do that.
