Yes, Monster was thinking of getting Leyton going eventually so probably wasn't considering Jake/Brooke. But since he loved having Peyton and Brooke weirdly sharing guys, it's very possible eventually Jake/Brooke would have had a chance.

Brooke/Jake would have been interesting, but I would have preferred a bisexual storyline for her

I would have been tempted to make Rachel bisexual or maybe even a lesbian, would have given her character some depth imo.

I really always wanted Jake and Brooke to make something work. I feel that Jake would've given Brooke the love that she deserved. Brooke would've given Jake the fun and spice of life that he deserved in spite of being a teenage father. I believe they could've made it work
