It would probably be even worse. Zari's from 2042 and it's already a dystopia ruled by ARGUS. I don't remember where Zari's from, but I can see ARGUS extending that kind of control over Star City too.

Maybe that's what happened, the heroes couldn't stop it and left and Argus stepped in stopped it and made it illegal to be a hero probably blaming what happened on them.
