I mean for sure tattoos aren't allowed at Hogwarts? So I assumed he got them after graduating or while at Azkaban.

I don't think wizards know about tattoos since that happens in the muggle world? So I think Sirius got it after Hogwarts or while he was at Azkaban. He probably requested to have himself inked while inside.

Maybe that because tattoos don't seem common in the wizarding world. I imagine he's heard of it because he likes muggles although I don't know if Sirius has a muggle friend?
