James & Lily Potter were a part of the Order but they weren't there because that pic was done 1995 and I know they died earlier than that.

Okay so I doubled checked. Harry was born 1980 and both James & Lily died the year after, 1981.

From what I vaguely recall Dumbledore knew that there was a threat to James & Lily's lives but they didn't know who it was. They suspected it was Remus at first. And Sirius was the Potter's secret keeper until Sirius convinced them to let it be Peter, which was the mistake. Sirius thought Peter was gonna be loyal to them.

To be a Secret-Keeper meant using the Fidelius Charm – ‘the magical concealment of a secret inside a single, living soul’. Such a charm was used to hide Lily and James Potter from Voldemort, after the Dark wizard targeted the couple as his next victims. Using a Secret-Keeper meant the Potters had no need to change location when they were hiding, as long as the Secret-Keeper kept their silence. It should’ve been the perfect way of protecting them.

Because Peter was the secret-keeper, it was easy for him to betray the Potters. They (James, Lily, Sirius, Dumbledore) also didn't tell Remus that they switched Peter & Sirius as secret-keepers because they suspected him of betraying.
