I think if both James & Lily were alive, this wouldn't happen. Lily will probably stop all contact with the Dursleys until they are decent enough to accept them as a wizarding family.

Yes they did. They haven't really been okay ever since. And Harry wouldn't have to endure all the hate that the Dursleys have for his family. They're toxic and I'm sure both James & Lily wouldn't want anything to do with them.
