Yep, he was wearing it all the time. Hermione told him that they should take turns wearing it but Ron was getting annoyed and just wanted to wear it which he didn't know that the locket was already affecting him emotionally.

I think not very long. They didn't specify in the book how long it should be worn but I assume the longer they wear it, the more it will affect them emotionally.
