The dragon still has those chains around his neck because the trio had to be quick to rescue the creature.

Yes it was chained there. I forgot how they found out there was a dragon inside or did they just find out when they went there?

I kind of just assumed that they had a dragon chained there because of course some wizarding folk are cruel and would most likely have a creature like that chained and on standby just in case they can use the dragon for something else.
