The dragon still has those chains around his neck because the trio had to be quick to rescue the creature.

I wonder why they had a dragon chained under Gringott's? I forgot if they explained that in the book.

I kind of just assumed that they had a dragon chained there because of course some wizarding folk are cruel and would most likely have a creature like that chained and on standby just in case they can use the dragon for something else.
