Yea, I'm checking in User CP - Control Panel - Edit Avatar but there are still avatars being voted on that have yet been posted right?
Like in the TV Show: Present Criminal Minds aren't up yet and a lot of the Female Celebrities have yet to be voted right? Like Sarah Michelle Gellar, Kate Winslet, and many others. __________________

If you have submitted those same icons last year, then no it's not allowed. But if these icons were already made, but weren't submitted last year - then go ahead and submit.

Movies like Inception would fall under the board Movies, but I don't think Inception was out when the current icons were chosen.
