I want to say yes he did. Bucky didn't look surprised when Steve didn't come back. He probably didn't agree with it, but you can't change Steve's mind once it's made up.

You know Steve towards Peggy. Bucky must have gave him the okay to go, and Bucky would be okay in the future. Steve and Bucky did spend time together in Wakanda with Sam and Nat.
