They keep saying she'll get her own movie, but so far that hasn't happened yet. If she does get one, it may fall to Phase 4 which is 2019 and beyond.

I'm guessing if we do get a Black Widow movie, it will have to forgo her origin. We've already seen her in 5 movies so it would be a bit backwards to start at the beginning again.
