They did dumb him, but overall I still believe it's fitting his character arc.
He did kill his father the last time he was in himself and his former lover.

I'm sad they could have explored his issues with the actual deed and make his storyline more personal, but since they didn't it seems the problem is being linked to Daenerys.

No, it isn't, it's just that his point of view is not just as strong as it used to be.
He could have been facing failures and depression without making him boring for us, without losing his witty lines.

I think the Tyrion from the first season was expected to die. You do not kill your father and the woman you love without consequences...I didn't even mind him very much in season 5 when they've tried to deal with this issue. But from season 6 they've stopped and season 7 made him too idiot, just because they needed to keep Cersei alive until the end.

Ever since Tyrion joined Daenery's all his plans basically have failed which is a shame because I also feel like he has been dumbed down (and I don't even know for what reason

) and he used to be such a great character with his wisdom

Because he stated in the episode he hasn't slept with anyone for so long... maybe that's his kryptonite and why he's being so useless lately
