They probably wanted him to be Bryan's replacement but did a poor job at making him likeable or really integrating him into any story lines. We were just supposed to believe everybody knew Riley and then he just got random one liners which would have had a huger imapct if a different character said them.

For sure, his lines would have been more impactful had we cared (or known) more about him. Just bringing him in randomly did him no favours.
