Yeah, they can probably remove his name now but who knows what their policy is ... they'll likely keep it on for the rest of the season because of Zach's regular status.

Exactly - which is why people were questioning it this time, I guess.
This time, the scouts were running around presumably confirming deaths, so I don't think Gaia would finish the conclave without knowing for sure everyone was dead __________________

Well, the only really requirement for a winner was for 1 "victor" to present all 13 tokens to be declared the winner. Everyone dead was a condition, but they never said they needed bodily proof. It wouldn't have been hard to forfeit or hide and leave a token behind. And everyone was surprised when Octavia walked in with all the tokens. If they were checking for physical proof, I doubt everyone would have been surprised if the scouts had physically seen the bodies and reported it to Gaia.

His name could still appear in the credits.
After Roan's candle went out they knew the only fighters left were Octavia and Luna, they wouldn't have to check for a body anymore since the winner would come up with all the tokens. But it seemed like Gaia also confirmed deaths by using the looking glass and Luna died in a building, so Gaia wouldn't be able to confirm. __________________

But then again, it's strange that they didn't put any scouts in there in the first place ... in case the earlier fights/deaths happened in there too, for example. Which means that they can't confirm any of that unless it happens out in the open spaces? Just seems odd.  __________________

The bald Tituses/scouts were roaming the streets. There were plenty of them out there looking for the fighters, bodies, cheaters, lightening the many street lights, and skulking about.

I just assumed that people didn't know Octavia had won yet because she beat the scouts to the throne room.

The scouts were either not on the battle field anymore or the writers just ignored they were ever there, so that Octavia could have a bad ass entrance with everybody gasping.

Although the writers have always said that once someone dies, they stay dead (unless they're Octavia LOL but she wasn't really dead, I know).
