Rachel: You could.... say you’re sorry to her mom.
Phoebe: I think she would like that.
Ross: (goes over to Julio) Come here, here, come here, come here, (pause) Mrs. Buffay. Sorry, about what I said, umm, it was, it was insensitive of me to say that you were just a cat. When clearly you are also the reincarnated spirit, of my friend’s mother.
Phoebe: Thank you. We both forgive you.

I'm always torn on if I agree with or hate Ross for saying that to Phoebe. On one hand, he's right and she had to be told, but on the other... I just felt terrible for Phoebe and sort of cringed when Ross was talking to her like that.

And it did get kinda awkward for poor Ross But I like that he still actually apologized to the cat And Phoebe saying they are both forgiving him

Exactly. You could see they were all struggling with what to say to Phoebe and someone needed to say something, as nice as it was for Phoebe to believe her mum had come back as a cat, she couldn't go on believing that forever. Perhaps Ross could have been more tactful but he did have to apologise to the cat which I think made it okay.

I'm not going to lie -- I don't really like the characters of Ross (too proud of his achievements) or Phoebe (too weird) but I do like a few of the Ross/Phoebe moments and this one is my favorite:

At the hospital after Rachel had the baby, when Ross was agonizing over his complicated relationship with Rachel, Phoebe tried to convince him that he should get back together with Rachel.

Phoebe to Ross: ".... or you might get everything you wanted since you were fifteen." I love how her expression was so kind and understanding next to his sad, confused look.

One of my favourite Ross/Phoebe moments too.

Phoebe was such a supporter of Ross and Rachel being together. She was always the one to push him into going for it.

She made it sound like it was some kind of club.

Phoebe was always good at teasing Ross, it was never in a nasty way though, like when Ross and Rachel were referring to each other as Mummy and Daddy, Phoebe totally ruined that for Ross
