I think Felice didn't want to appeal the school board's decision to suspend Donna because she wanted to punish Donna - because she knows that if she was principal, she might've prevented Donna from graduating too.

I think that's the one time I actually agreed with Felice Everybody in the school was being reckless when they rallied to support Donna. It wasn't the worst punishment in the world! Graduate in summer instead - how awful! She broke the rules at Prom, so she was lucky to be graduating at all!

I do think Felice became way too harsh on Donna in Seasons 4 and 5, though. She's lucky that she had a daughter as well-behaved as Donna.

Valerie's antics and drug dependency would have driven Felice insane
