Without his evil side they could have made it work
. But once he was taken over by The Source it all went down hill. Before he could have learned to live as a human without powers, it would have been hard & he would have needed time, but I think that with Phoebe's support he could have made it work. Then in time their relationship would have worked out too. But with demonic powers it didn't work__________________

IMO their new version of relationship never got a chance. Meaning when he was human. I don't know if Cole would ever have gotten used to not being involved or having control through magical powers because it seems like that was the only life he had lived. I think love can conquer almost anything but the Source of all evil is a though one :/
