I also think after teaming up with his Big Brother Charles. Jughead will realize that even though they're ending crime in RD. There's still crime outside of RD and after College, he'll leave RD to try to end crime.

More like he and Betty leaves to take on crime outside of RD in the series finale. Like instead of staying in RD they leave for the big world cause they want to help save the whole world. Also, it would be ironic&realistic if, in the end, Jughead leaves RD, and Archie stays in RD cause at the start of the show while Jughead wanted to stay in RD, Archie wanted to leave RD for the big world.

Yep, like I could be wrong but I think he'll do it. Also, I do see the show ending with Bughead leaving RD, and Varchie staying in RD. Like you know they would pull at our fandom heartstrings like that.
