Brooke's portrayal in the HS years was pretty horrific, tbh. Whatever the writers intended, if they think she looked good, they were severely mistaken.

I think in writers eyes it somehow was related. Peyton had to be the one to be self conscious and feel guilty for her actions (which was part of Marks big plan in making her life miserable), and she wouldn't feel that if her best friend was presented as the one who couldn't do anything wrong. Of course, if writers were good, they could've handled it better and actually realise Brooke also could be presented as someone with weaknesses but it looks to me that they just didn't care enough and/or weren't that smart to show both sides realistically.

Just don't think they were good enough writers to make that work (plus I'm sure Mark was holding them back).

Yeah, I don't think any decision was made without Mark's first approval.

No it wasn't good. But I don't think Mark actually cared much about her portrayal in high school. It might've gotten better in adult years but still I wasn't sold. And they totally overdo it in S8.

Think her portrayal in the HS years would have been better if the writers stuck with their original plans of not going back to BL romantically after Season 1.

Same can be said with Haley when it came to the tour storyline though

I've heard somewhere that they originally wanted to send her on a tour for even longer time. That doesn't sound good.
