I assume Chuck is going to try to warn Blair that Nelly is committing election fraud, but she will be distracted, so he'll go fix it himself.

Then Blair will win, be all happy, either Penelope will say something about Chuck or Blair will look and see Chuck in the 'audience'. Then she will be sad.

BN will dance and Nate will be like, "I see that you love Chuck because I have suddenly developed insight."
Blair will be like, "I'm sorry."
Nate will be like, "It's cool. Next week I'll try to date Vanessa again, then fall for Serena."
And they will hold each other close and kiss goodbye.

Blair will then run after Chuck out on the rooftop and ask if he did this. He will say he meant what he said - that he just wants her to be happy.

I just don't understand why they have to kiss goodbye. A last kiss usually indicates longing and strong emotions....I really don't see how this fits with NB unless they've re-fallen for each other off screen in the weeks before prom. Or maybe it's the kiss before the break up, and like helps them get there.
