Think of it less as peer pressure and more like everyone is teaming up against the local government.
The law says we're not allowed to take it out before the morning. But they can hardly do anything about it if we all take it out before the morning. __________________

It's hard to say if everyone puts theirs out at night.
I know plenty of people do. But maybe there are people who get up WAY earlier than I ever will, so they can afford to put theirs out in the actual morning.  But the rest of us are safe, because we all do the same thing. __________________
