wait..now that I actually looked at it, I think it means "Out of Character" its a Role Playing term. When *you* are talking(not your character you're playing) you put that.
ex:

ooc: Hey...where is everyone else?

bic(back in character)- *character's name
"blah blah blah blah" lol.
