it depends. it can mean that something displeases you or it can mean you are being silly.

In france, It's more to annoy people!
I had a neighbour who kept doing it, it was really weird, she frightened me! But I've just thought of it and I think we do it also in the meaning that you told me, it's not as usual, I think! __________________
