I agree, they all had moments of closeness, & never was one pair closer. There were times that it may have seemed that way - like when Paige was first found - but it never lasted long or was soon proved otherwise. If you look at "Bite Me" (vampire ep in S4) Piper wanted to talk to Phoebe about thinking she was pregnant but finding out otherwise but she still talked to Paige about it & they had a sweet moment. Paige also understood that Piper & Phoebe naturally had a stronger connection since they knew each other their whole lives, but I feel that they quickly bonded with Paige & that never seemed to matter much (except for those few minutes in "Bite Me")
