I presume you mean the first two in that row? That final row is all SVU characters. Last three Olivia Benson (Mariska Hargitay), then first two Alex Cabot (Stephanie March) & Rafael Barba (Raúl Esparza). It is probably because of the smaller size mostly that they look like Felicity/Oliver.
