I liked Ian McDiarmid as Palpatine in the Prequel Trilogy movies before he revealed himself to be a completely evil Sith Lord, but I thought that he was too over the top in Return of the Jedi and Revenge of the Sith after he was disfigured by the Force Lightning reflecting back on him, and he became a cackling, evil caricature of a character, but maybe that's what Lucas was going for.

Yeah I know what you mean, like those evil loud laughters, devilish grin, over the top dialogue, he did become a bit of a caricature of a villain.

Yes, the whole name Darth Sidious fit him perfectly, because he did things in insidious ways, doing harm in a way that is gradual or not easily noticed, the very definition of insidious.
