My mother was exposed to it at work in the 1970s, but didn't contract it. But because of that, she can't take the TB test where one gets pricked, she has to go the x-ray route.

No. Anyone that has been exposed to TB, whether or not it fully developed, have to go the chest x-ray route to fully ensure whether or not they have it. Since they were exposed, the skin prick test will flare up as if they have TB because it was in their system in the past, when they could just have been exposed to it years ago and not have TB at all.

Only if it's active in him. He was exposed to it, and either got it but was treated and survived, or simply didn't get it, and it is lying dormant. Apparently, TB is not contagious when dormant.
