Someone please dissuade me from this notion that Pavel Chekhov is the worst officer in the history of Star Fleet. Please to explain actions.

i don't know. riker crashed the enterprise into a planet within hours of taking command in Generations. his only saving grace was that it was an m-class planet, but anyone with a frontal lobe and 20/400 vision can find an m-class planet in a star system.
