Star Trek Voyager discrepancies

-Shuttles
-If Kes's species can only have on child, how can she have an uncle?
-InThreshold, why would they have to cross the Warp 10 barrier, why not just get very very close to it, like warp 9.99999999999999999.
-How come the ship always looks like new at the beginning of almost every episode?
-Endless stock of photon torpedoes?
-Okay, Kes's species only lives 10 years, have hardly any water, can only have one child...this species is not going to survive!
-If we Okuda's over warp 9 scale to be correct:
s = w^[10/3 − 0.5 × log10(10 − w)] × c

Then at warp 9.975 the USS Voyagers velocity is 13485.55674c. They would be approximately 75,000 light years from Federation space, so:
75,000 ÷ 13485.55674 = 7.415341 years

7 YEARS?!? I thought they said it would be almost 70 years?

However, according to the TOS warp scale:
s = w^3 × c

Their velocity is only 992.5187344c. Therefore it would take the USS Voyager about 75.565324 years.

Why are the producers and co using TOS warp scales for a TNG starship???

Discuss.
