I think this Jack and Kate (lost) kiss is romantic. I love the set up to it.
She tells him that he is a natural father, something that he has major issues and insecurities with. Then says that she loves seeing Jack with Aaron (the boy that she is raising as her son)  "Im so glad your here" - "me too"  That Sydney and Vaughn kiss is pretty awesome btw!! __________________

Jack and Ianto kiss Children of the Earth Day One "I'll come back, I always do." The complete and utter desperation that was in that kiss kills me, especially the look of devistation on Ianto's face as he's going up the lift. The fact that they BOTH fear that they'll never see each other again makes this kiss so romantic in my opinon. This is when I really started to believe that Jack and Ianto loved each other. __________________

Nothing will beat these three on screen kisses for me:
First place - Spike/Buffy, Intervention: the story of this kiss is so beautiful. In that episode we got to witness that Spike, this soulles "evil" vampire, actually cares about Buffy and is willing to die not only for her, but for her family (her sister Dawn), because he doesn't want to "leave Buffy in pain". And Buffy finally sees it and she respects Spike for that, she starts caring for him and that kiss... it just happened so natural, he didn't ask her for that and she didn't ask anything from him. One of the best first kisses ever.
