They needed to get the triangle going but since Mash struggle with their chemistry the had to get rid of Francis (who has too much charisma and electric chemistry with Mary), so they came up with this brilliant legitimization sl and a role reversal that's very one-sided.
(I do think/hope/pray, that we'll see at least a little bit of Francis' role reversal in ep 12).
What gets me is this sl had potential and could've been great if they wrote it as advertised in that promo. They didn't and it fell flat in the worst way!
