To me it's upsetting we never really got to see Laurel have any romance on the series that wasn't surrounded around Oliver.

Even her relationship with Tommy came about Oliver...

To me they never did, or they did a poor job at showing it.
But my answer, HECK NO they didn't.

Even now, after Laurel's death bringing in Dinah Drake to have the Black Canary identity although the mother is suppose to be Dinah? They are just all over the place.
