Nope, ANYONE can apply. They just want to know that you will be active.
So the KEY is posting as much between now and the deadline.

ALL CAN APPLY!
But don't apply if you only posts once per day, because the opening will just get extended. They just want to know that you are dedicated enough.
So anyone who wants to apply, just post a good amount from now until November 9th.
