I think the reason why Grindelwald pretended to be Graves is because of his position in the Ministry, he has a lot of influence. Plus Graves seems to know Newt too and Grindelwald knows that Newt knows Dumbledore.

I heard about them making a movie about this regarding those rescuers and that Thai diver. This is based on a true story so I'm curious how they'll bring this to the big screen. That explains the many Asians that they cast on this one.
