Part 2 was serious for me so I'm glad to get a lighter Newt for part 2. I guess that's because in part 2 he was banned from travelling plus he was at odds with Tina but in part 3 he's got Tina back and his brother is around too.

Yes his ban is lifted now so he can freely travel again. Plus if that ban is still in effect, it would be hard for Newt to find Grindelwald.
