I've been speculating about it but I don't have anything to speculate on. Someone said here that the boa constrictor that Harry saw at the zoo came from Brazil but still doesn't explain why there or if that snake has any connection to Nagini.

Yeah it's just all speculations now. Hopefully we'll know soon why part 3 is in Brazil. Even though for part 2, them being in Paris is also quite random.
