I think you can go at a common room of another house provided that you know the password (which is also impossible because only the students in the House are supposed to know) or you have a friend from another House that can get you inside. But mostly I don't think they go to other houses and just stick to their own house.

Which that made sense.. Bec I wonder if they allow other students go in other house and stuff.. But I think that they gonna ask permission or something like that??

Yes permission probably from a Prefect first (before they ask permission from a professor), like why are they going to another House, what's their business there, etc.
