Probably because Bill's supposed to have long hair and that's why I usually see arts like that for Bill than Charlie.

This is Bill's description from the books:

And Charlie:

Yup, Bill's very rugged as is Charlie because he's handling dragons and he likes doing work. The difference is their hair and that's why in the movie, Dom's hair was a bit long.

Yeah I did notice that most of Charlie's arts are of him with shorter hair but Bill had longer hair than Charlie and Molly cut it so his hair should be shorter.
