In the book, yes. I guess in the movie, they didn't make his hair long and maybe because there was no time for Dom to grow his hair so they made do with the hair he has back then.

It's a small detail overall plus he's a minor character too. Even Rupert didn't have freckles and in the book Ron has freckles.
