To explain that entire thing (which angered a good deal of those of us that were reading the comics), the source of all the magick in the world got destroyed by Buffy at the end of Season 8, I believe. What happened after that is that Willow went on a journey to restore it after a period of there being none of it at all.
Once it was restored, the rules of magick were being rewritten by the Scoobies. Andrew stole the book and attempted to bring back Tara as a way to 'reedem' himself for the actions of Season 6 and 7 partially. Willow stopped him and told him that while she had thought about bringing Tara back many times, she would never allow herself because she would "only be hurting the person I love, and I can't do that again." __________________
